why the pc accepting the call can hear caller, but caller cannot hear accepting pc?

when the two pc’s switch roles (as caller and accepting pc) . . . the outcome is the same . . . the caller can be heard by the accepting pc but the caller cannot hear the accepting pc

This may be a question for the folks who frequent the Telecommunications section of YA, but I guess it’s because the PC is not sending a tone which can be heard. (It might help if you edit your question to specify the type of system that you are dealing with).
