I can’t remember the movie…(actual good spoof movie from 90’s)?

It’s a spoof movie with Arnold Schwarzenegger, and I think Charlie Sheen and Samuel L Jackson, The Title is very long, and it makes fun of (I think) top gun, blazing saddles and something else, It’s actually funny, I am pretty sure it’s about cops trying to catch someone, some memorable parts are when Arnold is on a giant crane being ran by a little boy and Arnold unrealistically make it out of a tar pit; another is at the evil person lair the girls scout cookies are there; then another part is with a pool that goes inside to a wet bar; another is about the crime seen and all this stuff is happening that’s funny and someone’s car blows up.
