annoying prank calls wont stop?

This guy I used to work with is continuously calling my work, and my home. He did something really horrible to my before this, and my brother told him to stop contacting us. It’s around six months, and we are still getting prank calls from him. He usually calls once with his number unblocked, and when answered, either breaths heavily, or hangs up immediately. He then blocks his number and calls non stop for as long as an hour, but some of these calls only ring once or twice before he hangs up.
Is there away I can file a complaint, even if he only rings twice and hangs up, if the calls are numerous enough?

Contact the police and tell them what he is doing. Also, buy a referee’s whistle. Next time you get a prank call, Blow it in his ear. If he starts calling and only letting it ring twice before he hangs up, take the phone off the hook. In some areas, you can block cetain numbers from calling your phone. Ask your phone company if this can be done.

As a last resort, you could change your number and make it unlisted.
