spoofing phone calls

666 just called my brothers phone. He answered and someone said that he is a bad man, and is going to hell.?

Now, how would some one go about spoofing their number to show up as just 666 no other digits.

Has any one else had this happen

Never heard of that before, someone has to much free time on their hands.
